Daylight saving time?

Well, it looks like we're going to have daylight saving time in Kuwait. The following item was recently reported in the Arab Times, but I haven't seen anything else published.

Civil Service nod to daylight savings time
KUWAIT CITY: The Civil Service Commission (CSC) has approved a proposal forwarded by MP Ahmad Baqer on implementing the daylight saving time (DST) in Kuwait starting from April until the end of Sept this year, reports Al-Anba. The CSC pointed out the system was enforced successfully in several countries around the world including England, France, Egypt, Jordan and Lebanon.

Does anyone know if this is for real? Or will it be chaos again, like when the Government announced that banks were to collect medical insurance fees, but had neglected to clear it with the banks. Or, is it just talk, like the changing of working days...

It was originally initiated by Benjamin Franklin, the idea was to save energy by working more in the daylight using season changes to people's advantage, I seriously hope this isn't going to be implemented here.

I hope the opposite gets implemented. Where during the summer an hour is taken away so that we have less sun.

So, is it really happening or what? I'd like to suggest an update the tz database if so. But we'd need to know the exact date and time DST starts and stops, and the report you mention don't say. Will Kuwait be using the same rules as Iraq (April 1 at 03:00 local time to October 1 at 04:00), or some other rules?

Still haven't heard anything more about this, so maybe we'll just have to wait and see what the newspapers publish on 31 March!

I guess we can put it down to the CSC playing an early April Fool's joke then.
